Policy Blueprint

    The People's Agenda

Eleven action points guiding our drive for Lusaka Central—rooted in service, accountability, and development.

Champion for the Depoliticising of CDF

    01

CDF should work for the people—not politics. My commitment is to advocate for:

    • transparent allocation and reporting
    • community-driven project selection
    • equal access across all wards
    • simplified application processes for youth and women
    • accountability on delivery and impact

CDF must become a genuine tool for development that improves every community, not just

    a chosen few.

Bring the office of MP Closer to the People

    02

As representatives of the Parliament should not disconnect leaders from the people they

    serve. I will champion:

    • proactive constituency engagement (Hosting of Annual Constituency Indabas that are
    • open-door leadership
    • ward-based community visits
    • listening meetings
    • accessible leadership for youths, women, students, and business communities

ward and demographic focused to address the challenges of the constituency with

    the people)

My office should not be far from the people—and my role should remain grounded in

    community reality.

    Green and Clean Lusaka Central

    03

Clean streets, healthy public spaces, and responsible waste management are essential for

dignity and quality of life. I will work closely with the local authority and business

communities within the constituency to support:

    • community clean-ups
    • local waste solutions
    • recycling initiatives
    • modern waste management systems
    • environmental awareness and education

A cleaner community benefits everyone—families, markets, businesses, and young people.

    Safer Neighbourhoods for All

    04

Safety begins in our homes, streets, and communities. As Member of Parliament I will

    support:

    • stronger neighbourhood collaboration
    • ensuring local communities have an active police post that is equipped with the
    • community-based safety committees
    • lighting and public space improvements
    • youth engagement as a safety tool
    • partnerships that make our streets safer for everyone

    necessary tools to provide security

A safer Lusaka Central means safer futures for our families and children.

Empowering Communities According to Their Interests

    05

Every Lusaka Central citizen has unique talents and dreams. We must support our people

where they are gifted—not where the system pushes them. My approach includes:

    • community-led programs for the youth, women, and elderly in our community
    • modern skills development
    • digital opportunities
    • improved creative and cultural industries
    • entrepreneurship support
    • sport development support
    • mentoring and empowerment spaces

Our people deserve opportunities that speak to their abilities, not only traditional paths.

    Turning Waste into Economic Opportunity

    06

Waste is not just a challenge—it can become a local economic engine. Working closely with

the business community to identify such opportunities I will champion:

    • recycling cooperatives
    • youth-led green jobs
    • circular economy policies
    • innovation hubs for waste processing
    • community-based environmental entrepreneurship

A modern constituency should turn problems into opportunities.

    Unlocking Local Resources Beyond CDF

    07

CDF cannot solve everything and in most cases it delays—but communities have untapped

    resources. I will lobby for:

    • partnerships with local businesses
    • harnessing corporate social responsibility (CSR) initiatives
    • community-based fundraising
    • innovation funding networks
    • youth and women business engagement

Local resources should strengthen local development.

Urban Planning Reform for Better-Designed Cities

    08

We will advocate for a comprehensive review of the Urban and Regional Planning Act to

ensure our cities are well planned, serviced, and sustainably managed. Too many communities

today develop without proper layout, utilities, roads, or public amenities making it difficult for

councils to provide essential services. Our goal is to champion:

    • stronger land-use planning
    • better settlement regulation
    • modern urban systems
    • clearer service delivery standards

    A well-planned city is a livable city.

    Supporting Our Early-Morning Hustlers

    09

To the thousands of traders who wake up at 04:00 hours to hustle for a living—we see you,

we understand you, and we stand with you.

    Many traders face:

    • difficult sanitation conditions
    • poorly serviced marketplaces
    • limited access to affordable financing
    • unsafe trading environments
    • improved market sanitation (water & toilets)
    • affordable financing tailored for small businesses
    • better trading infrastructure
    • stronger protections for informal sector workers

Our commitment is to advocate for:

You carry the economy on your shoulders. You deserve dignity and support.

Protecting and Rebuilding the Lives of Vulnerable Youth

    10

To our young brothers and sisters who have been labelled as “junkies”—you are not

junkies. You are plumbers, engineers, builders, social workers, leaders, and creators. You are

    potential.

    What you need is:

    • rehabilitation
    • protection
    • opportunity
    • community support
    • skills and pathways to a better future
    • support youth rehabilitation programs
    • remove youth from street-based drug environments
    • give vulnerable girls and young mothers safer spaces
    • work with partners to restore dignity and purpose

We commit to working tirelessly to:

Your lives matter. Your story is not over.

Strengthening Tobacco Control and Public Health Enforcement

    11

We commend the Lusaka City Council for issuing warnings against smoking in public,

but warnings alone are not enough. We will work with:

    • Civil Society Organisations
    • the local authority
    • health partners

…to ensure stronger enforcement of public health laws, reduce exposure to second-hand

smoke, and protect communities—especially children and vulnerable populations—from

tobacco-related harm. Public health must be proactive.
